Billy was born on August 17, 1933 to William (Newt) and Ethel Todd in Belk Alabama.  He married Marie Arcelia Saiz on May 2nd, 1956 in Albuquerque N.M.

Billy was the 4th oldest of 8 children, the oldest son.  He was preceded in death by his son, Duwayne Todd. He is survived by his wife, Marie and by three children, Paula (Tim) Nichols, Roberta Reinhardt, Linda Cooper, dear friend of the family, Tim (Vicki) Todd and two younger brothers, Mike (Jeannie) Todd and Mack (Marsha) Todd.  Seven grandchildren, Andrea, Aaron, Breanna, Jaclynn, Erica, Larrisa and Billy.  Seven great grandchildren, Hailey, Aubrey, Penelope, Corben, Cooper, Lara and August.

Billy lived his early life working the family farm in Alabama during the latter years of the Great Depression.  He joined the United States Navy at the age of 17 in 1950 and served during the Korean War as an Aviation Electricians Mate.  At the end of his enlistment, he moved to California to join the rest of his family who had migrated from the South to California while he was in the Navy.  Billy worked several odd jobs while living there.

On his way to Texas to start a new job, his car broke down in Albuquerque, N.M. where he met his wife to be.  Billy and Marie were married 64 years at the time of his passing.  He worked in a TV repair Shop until getting a job at Sandia National Laboratories.  Worked as a contract worker for the Los Alamos National Laboratories and eventually became a LANL employee in 1961 and retired in the early 90s.  The family moved to Los Alamos in 1963 and then to White Rock in 1966 where he lived until his passing.

Billy was a member of the American Legion for 60 years where he had held the offices of Post 90 Commander and District 1 Commander.  Supported many community organizations and volunteered at the White Rock Senior Center during his early retirement years.  He also performed contract work for LANL during his retirement as well.

Billy had a great joy for getting together with family and friends.  He was an avid reader who loved reading books about the Old West, the Southwest and its indigenous peoples.  He loved being a Grandfather and Great Grandfather.  He made sure his children had a great appreciation for the outdoors.  Loved camping, fishing and hunting.  In his last years he found contentment sitting on the front yard bench watching the birds and enjoying the passersby.
